AFFORDABLE HOUSING PURCHASE/REHAB PROGRAM  

The Western Catskills Affordable Housing Purchase/Rehab home ownership program provides grants of up to $20,000 for purchase and rehabilitation of a first home to income qualified individuals and families.   This program uses grant funding provided by The New York State Affordable Housing Corporation together with mortgages provided by local lenders and funds provided by the homeowner applicant to assist individuals and families purchase and do moderate rehabilitation to their first home.

We currently have funds available in this program.  To income qualify a family must have income of 80% or less for the county in which they live.

HTFC – HOME PURCHASE/REHAB PROGRAM   

The Western Catskills HOME Purchase/Rehab Program provides grant funds for the purchase and rehabilitation of a first home for income qualified individuals and families.  This program uses grant funding provided by The New York State Housing Trust Fund Corporation together with mortgages provided by local lenders and funds provided by the homeowner applicant to assist individuals and families with the purchase and moderate rehabilitation of their first home.   

To income qualify a family must have income of 80% or less for the county in which they live. 

AFFORDABLE HOUSING HOME REPAIR PROGRAM  

The Western Catskills Affordable Housing Home Repair program provides grant funds to income-qualified homeowners within the Western Catskills service area to help with necessary repairs to their homes.  This program awards up to 60% of the overall cost of the project with the homeowner providing a minimum of 40% of the funds from other sources.

To income qualify a family must have income of 80% or less for the county in which they live. 

HTFC – HOME HOUSING REHABILITATION PROGRAM  

The Western Catskills Housing Rehabilitation program provides grant funds to income-qualified homeowners within the Western Catskills service area to help with necessary repairs to their homes.   

To income qualify a family must have income of 80% or less of median income for the county in which they live. 

SMALL CITIES - CDBG PROGRAMS

Western Catskills prepares and submits applications to The Governors Office of Small Cities for Community Development Block Grant funding on behalf of Townships and Villages within the Western Catskills service area. The funds, if awarded are used to rehabilitate homes having substandard conditions.  The Small Cities funding may also be applied for to perform upgrades to municipal water and sewer systems, for main street revitalization and for other types of infrastructure projects.  The award is made to the township and the program is administered by Western Catskills.

INTEREST SUBSIDY PROGRAM

This program is run in conjunction with the National Bank of Stamford and with NBT Bank and serves the applicant by providing an interest rate reduction for a home improvement loan.  Individuals and families interested in this program start by making application at the Western Catskills office and then make the home improvement loan application at the bank.  All underwriting and loan monitoring is performed by the bank.

 TECHNICAL ASSISTANCE   

Western Catskills provides technical assistance to homebuyers, homeowners, renters, and others on a vast array of housing related issues.  This program covers assistance for mortgages, loans and grants with New York State Rural Development and other banks and lending institutions.  We have been able to assist individuals and families with refinance to realize a better rate and term and in some instances have been able to help to mitigate a foreclosure.

 FEDERAL HOME LOAN BANK OF NEW YORK (FHLBNY) 1st Home Club  

This program provides a three to one matching grant toward down payment and closing costs for income eligible applicants.  The FHLBNY 1st home club program is currently being offered in partnership with The National Bank of Stamford and through NBT Bank NA. 

To be eligible for this program a family must have income at or below 80% of median income for the county in which they live. 

 LEAD SAFE WORK PRACTICES TRAINING 

Western Catskills sponsors training for contractors and their employees for lead safe work practices in the home.  This training has become more and more important as the body of information related to the hazards present in many homes across America from lead in paint particularly in those homes built prior to 1978. Western Catskills personnel have taken the Train The Trainer course and are now able to provide the lead safe work practices training on an as needed basis.
